I have a player that wants to play a character that is inconspicuous. IE. If the city watch walks into a tavern he is likely not be noticed. People don't remember what he looks like if they passed him in the street.

Now, I can see how Stealth and Persuasion could work for some situations in which you don't want to be noticed but not when you aren't hiding and aren't' talking.

Any ideas?

I tossed an edge together in the hopes of sparking some ideas.

Social Edge
Inconspicuous
Requirements: Seasoned, Smarts d10, Stealth d8, you cannot have the Ugly or Attractive Edges
When authorities show up you usually aren't the person they shake down. You are the type that can slip away in a crowd and go unnoticed in a crowded room. Make a stealth roll in situations in which you wish to go unnoticed and there are 5 or more individuals in the vicinity. Add +2 for every 5 individuals in the area. Note that this stealth roll would be against “active” notice rolls in confrontational situations but otherwise the standard target number is all you need.

Since the main idea behind this edge seems to be passive rather than active (i.e., the character isn't necessarily better at hiding -- he's just not that memorable and is often overlooked), you might consider a mechanic that does not require the player to actually do anything under normal circumstances. A possibility:

Inconspicuous
Requirements: Novice, Stealth d6+
You tend to be less than memorable and do not stand out in a crowd. Even when you are not actively attempting to hide characters must roll make an opposed Notice roll against 2+1/2 your Stealth skill in order to detect you.

Just A Face In The Crowd
Requirements: Seasoned, Stealth d8+
You are an expert at concealing yourself in large groups of people. If part of a crowd of 10 or more people, opponents suffer a -1 penalty to Notice rolls to detect you. If you are actively attempting to hide in the crowd, this penalty increases to -2.

Fly On The Wall
Requirements: Veteran, Stealth d10+
You are a master of remaining unseen. As long as you remain completely still, you gain a +2 bonus to all Stealth rolls.

The idea behind the first two is that the character is not so much trying to hide as he is completely unremarkable. He either naturally blends into a crowd or is so unassuming that others tend to overlook him. The third edge is active, and represents a character's ability to make himself extra unnoticeable. Since these edges represent different aspects of Stealth, they are not prerequisites for each other. They are, however, written to be cumulative with each other.

These are all rough drafts, and I welcome critique. Hopefully they will prove useful.

Background Edge
Any rolls made to discover information about this character (persuasion, streetwise, notice, investigation) receive a -2 penalty. This does not apply to Notice rolls made to detect this character using Stealth.

As a balance, this could be a double edged sword.
When something good is to be given out, the character is Never chosen.

An inconspicuous character should also probably have a negative modifier on taunts and intimidation checks as no one real pays them any attention.

Nah, shouldn't turn and Edge into a Hindrance. Plus, I find it a lot more effective when the soft spoken guy in the room suddenly loses his temper or busts out a vicious taunt.
