Not overly familiar with the setting but the Tau and the Eldar do not strike me as overly evil.
The Empire, the Orcs, Chaos and the Necrons I'll give you but the Eldar are doing the Corrupted/dying yet noble bit while the Tau are the new kids who haven's got any mud on them yet.
but then I am most likely missing something.

Well, when you consider that the eldar's depravity gave an oening to chaos, namely Slannesh, maybe you'd reconsider it. {true the elves and then dark elves started it in fantasy, but the new cannon seperates the olde world from 40k.}
If you read enough fiction, you'll see all of the races consider themselves right/good, and the rest are wrong/evil.
Then again, isn't that always the politics of war?

As Marshal kt already said about the Eldar, they're not all that good. And they're still very vain and arrogant, and don't care about other races the slightest way if it doesn't serve their goals.
One thing that's been said is that they'd rather sacrifice billions of humans than to waste one Eldar life. They also manipulated events in such a way that Ghazgkull became the mayor Ork Warlord instead of another one who was more likely to attack Eldar worlds.
As for the Tau; they're the most 'good'-like race, but even they don't stray from their 'Greater Good' idea, and as the Dark Crusade ending shows us, they're not afraid of a few internment/concentration camps and forced sterilization on conquered races, ...
