So, a quick question. How many power points does a character have starting out, assuming baseline, inherent powers, and natural growth are in play?

Essentially, do the characters get the Power Points edge at novice level? The rule says "when reaching a new rank." Since they start off at Novice, they never really "reach" it, so I'm not sure if it comes into play then. If they don't get Power Points that first level, is there anything keeping them from taking the edge at novice rank?

To be specific, the rule says when they "achieve a new Rank" not "reach" it, so just consider the characters to achieve Novice Rank upon character creation. Meaning, yes, they get the Edge for free at Novice as well to start with 15 PPs.
