Is the shaken caused by Windstorm a damaging effect? If a character under the template was already shaken would it cause a wound?

If you maintain the effect (and/or move it) when do the people under the template make their vigor rolls, at the end of your turn, the beginning of theirs or something else?

Nope, there's no inherent effect of the power that could potentially cause a wound, so it's not a damaging effect.

Anyone in the area would make the roll at the end of the caster's action each round since there is the chance he moves it or that it drops if he attempts another action on his turn.
