After the excellent Moscow Connection 1-sheet and a passing addiction to GTA and Max Payne, I threw together the beginnings of a savaged setting. Still trying to work out how it'll all fit together.
I have a Corruption metric similar to the Fame/Infamy metric in PotSM.
First pass at various activities, services, and substances one might encounter in the mean streets of Noir City.

Well, it was the Moscow Connection 1-sheet that got me interested.
I'm thinking of raiding Rippers for the lodge system, converting that to a criminal organization system and going from there.
My campaign will definitely not be straight cops and robbers, however. It's gotta have some "darkness" to it, but uncovered slowly. Little bit of sci-fi, large dose of horror.
