1.) So you can pass through walls if you're intangible, but what about flying or burrowing into the ground?
The floor could be seen as a wall where you can pass through and flying could be explained because gravity has no influence on you (otherwise you would be falling down because the ground doesn't hold you anymore )
This question gets even more interesting if you're in a dungeon with multiple floors or trying to go up stairs (do you pass through or not?).
2.) You've already posted that you're not automatically invisible (http://www.peginc.com/forum/viewtopic.php?t=15230), so it seems that you are still reflecting light, but what about talking to somebody or hearing something? Is this still possible?
Of course thats some kind of nitpicking, but I'm trying to get the power right (by drawing a clean line like "you don't affect matter, but still affect light rays, sound rays,...") to avoid discussions with too creative players  |

The power does not state the character can fly, so they can't. The physical world cannot affect them, but neither can they affect it, so if gravity has no influence on them, they also have no influence on it.
Ultimately though, 90% of these answers come down to what are the trappings of the power. A "ghost form" would be like a ghost, and other than passing through walls likely interaction with the environment as if they were real. A "gaseous transformation" might allow "flight" (horizontal movement at normal Pace) but only passing through objects that air might pass through.

Well, that's the Super Powers version of the power, but a similar theorem applies. Can they hear? Sure, more than likely they can. Can they talk? Depends, but unlikely. They can't affect the physical world, and any trapping that allows them to do so should come with an equally hindering limitation.
If they could speak, they'd be liable to use Tests of Will or maybe even Tricks, but that would affect the physical world, so they would at the very least be vulnerable to those effects themselves.
Also note that the reverse isn't always true. Intangible characters are already vulnerable to magic, but that does not inherently mean they can use their own magic to affect the physical world.

Well, again, it's all up to trappings, but the fact the world may affect them in some way doesn't automatically mean they can affect the physical world in the same way. It's not physics; it's magic (or psi or a miracle or a super power or weird physics at best). A character could viably have a ghost form that could be seen and heard, but by nature of its "ghostly form," it's Taunts and Intimidation (Tests of Will) have no effect on others.
Hopefully, creative players will be using their creativity in the creation of the trappings, noting their abilities and limitations off the bat cause that's what make the game more fun and interesting. _________________ Clint Black
