DL Dime Novels scale issue

The maps in the Dime Novels (I've noticed this in Skinners and Worms) don't really measure out to the dimensions listed in the descriptions when using the scale on the map. Is the scale listed as if the Dime Novel was printed 8 1/2 X 11, and not in the smaller format?
